Statement of the Subject: This Initiative to the Legislature concerns requiring training for a Concealed Pistol License (CPL) in Washington State.Concise Description: This Initiative would require that all CPL applicants, both new and renewals, participate in basic handgun training that would include; safety rules, basic marksmanship, self-defense, de-escalation, proof of shooting proficiency, and review of state laws relating to these matters.1) All Concealed Pistol License (CPL) applicants must submit proof that they have successfully completed an approved handgun safety course. a) The training must be performed by;(1) A Washington State Criminal Justice Training Commission certified handgun instructor, OR(2) A certified handgun instructor from a comparable entity approved by the Washington State Criminal Justice Training Commissionb) The training for an initial CPL applicant, or one with a CPL that is over 90 days expired, shall be at least 12 hours in length and shall at a minimum contain the following; (1) Firearms Safety (2) Safe Storage (3) Marksmanship Principles (4) Loading / Unloading Procedures (5) Ammunition Basics (6) Revolver Nomenclature and Operation (7) Semi-Automatic Nomenclature and Operation ( Clearing Malfunctions (9) Drawing From A Holster (10) Speed Reloads (a) Semi-Automatic (b) Revolver (11) Proper Cleaning Techniques (12) Self-Defense (13) De-Escalation Techniques (14) Washington State Handgun Laws (15) Written Test - with 70% or better required to pass (16) Live Marksmanship Training (17) Qualification / Shooting Proficiency Test (a) The qualification must be a minimum of 25 shots (b) The qualification must take place on a live fire range (c) A score of 70% or better must be required to passc) The training for a CPL renewal applicant shall be at least 4 hours in length and shall at a minimum contain the following; (1) Firearms Safety (2) Drawing From A Holster (3) Speed Reloads (a) Semi-Automatic (b) Revolver (4) Clearing Malfunctions (5) De-Escalation (6) Washington State Handgun Laws (7) Written Test ( Qualification / Shooting Proficiency Test (a) The qualification must be a minimum of 25 shots (b) The qualification may take place on a live fire range, OR (c) The qualification may take place with laser training software, provided; i) The software must record shot times ii) The software must record images of shot placement iii) The shot placement and shot times must be printed out and accompany any course certificate (d) A score of 70% or better must be required to pass
There is not a way to meet that. Washington only has one police academy to train cops and they cannot keep up with the demand. How would this work???Carl
Did anyone check out the one for reforming the electoral college from WA? Gives Puget Sound a lot more control over electoral votes for president.
