He Probably means the 181 "couse" unit.  It is mostly private land.  Jimmy you are going to have to talk to some land owners, several have elk damage problems so they might be willing to let you hunt. 
"Shoot the spike".  It's much easier to pack out!

Couse elk last October with the two Anatone poached bulls.
