Maybe I'm a year or two off but I thought the new hatchery raised smolts should be coming back big this year?

Yep 2016. I just looked up an article in the Seattle times from last year. Hope you guys get to fish it next year!!!!! Supper fun fishery when it is open.

They did drop the escapement from 350,000 to 200,000 fish to open it up. So if the 164,000 do come this year that's getting closer.......
