Boat registration requirement question

  I am thinking about taking my 12' aluminum boat with a 6 horse to kayak point crabbing.
  From what I have read I understand it needs to be licensed.  I have had others tell me it doesn't because of the size of the boat, and the motor.
  Am I misreading the law?

It needs to be licensed if you use it in federal navigable waters such as Lake WA, Puget Sound,  Columbia river, etc.

To navigate, operate, employ, or moor your vessel in Washington, you must have a Washington title, registration card, and registration decals, except:

If your vessel is a canoe, kayak, or a vessel not propelled by a motor or sail.
If your vessel is less than 16 feet in length and has a motor of 10 horsepower or less and is used on non-federal waters only.
If your vessel is properly registered by a resident of another state or country who uses Washington waters for 60 days or fewer.

The OP plans on using his boat on Federal Waters

When you go to register it bring some proof that you have paid the sales tax on the boat and motor or something that shows that it was a gift.  Otherwise you are likely to be sent to pay “use tax” before they will process your registration.
