Why do you think paying up front would make any difference? Other than give the state even more of our $ I do not see an upside, in fact it could lead to less usage by the public. And do we really want to give the state more $ with how poorly they are managing the wildlife as it is?Obviously people had things change since they applied, hence the 180 left over. If paid in advance none of you would have even had a chance to buy them today. State got paid, OH WELL to bad for hunters if the people chosen do not use them... At least in the current system there is a chance and the state is making sure that all permits are being given to people and fully utilized. am I bummed I had not chance in h3ll to get one heck yeah, but oh well.I can agree with maybe a second draw from those not drawn, but just like those drawn, circumstances may have changed for those not chosen in 1st draw and then we see another delay and tags wasted..Maybe a Opt in for second draw..? Email goes out to those that applied the 1st time and were not drawn. They have 5-10days to sign in and confirm you still want permit. Then state does a draw from those confirmed and off we go. no advantage to those living in remote places with a WDFW licensee and/or ability to just skip work to stand in line..
