The rationale I got was that the definition in the hunting pamphlet defines to hunt as: any attempt to kill, capture, injure or harass a wild animal or bird. Therefore just to call an animal is hunting and my friend would need a license.I guess you shouldn't blow a locator bugle before the season because with this rationale you are hunting!
