If it were me...

I would find out who the land owner is, make contact and strike up a conversation.  Let them know what I saw and leave it at that for the time being.  I would then make future contact and try to build a relationship.

I turned two guys in during archery. They shot a deer on private land from the road and only got a trespassing ticket. They didn't lose there license or any of that. Fish and game just cited them a ticket and took the meat.

 The guys you turned in will have to go to court. If found guilty at that point they will loose their hunting rights. They don't just take them on the spot.

The owner of the huge chunk has a mailing address so I may send a letter and maybe I can get permission to hunt. The other landowners only own small chunks and the animals don't hang out on it.

Cool.  Bookmark this thread and let us know how it goes if you do get access.  It could do a lot to motivate others to take this approach.

  Let me get this straight.  Two pages of "Turn them in, whoop their ass, and string them up" talk and the property isn't even posted "No Trespassing"? Damn we sure like to read all kinds of BS into a post.

the big portion of private land has a sign saying "private property-stay on roads, don't build fires and use at your own risk" does that mean you can hunt?

 If that is exactly what is on the sign I would say you are good to go, as well as the other guys, just being a creepy pos dosen't make you a poacher. Just don't drive off road, build a fire, or sue them for doing something stupid to your self.

When I get back up there I will post a pic of the actual sign, they keep driving through and glassing but never get out of the vehicle so they haven't broke any laws I know of.
