A hatchery fish not caught going back to spawn is considered a "wild' fish(by NOAA and other fed agency's).  Even though their "genes" prove other wise.  The Federal hatchery's are only allowed to catch some many returner's.   After that the channels into the hatchery is closed.  The rest will continue up stream.

"Wild" salmon are no longer.  When the first salmon hatchery opened for operation it would be only a matter of time before the "wild" salmon was gone.   You catch now a genetically altered salmon from the Carson stock. 

Eat and enjoy them, They are about the only ESA species you'll get to!!   You'll always have a fight over who is in control!!  Just ask any irrigator  who's had to deal with "government agency's"
