Received this today,

At this time, the dog-proof raccoon trap doesn’t meet the definition and intent of the wording in WAC 232-12-142 or RCW 77.15.194.  In both you can find the words “jawed” or “both jaws”, indicating that two jaws are part of a “padded leg-hold trap”. Even modified with padding, we won’t be able to issue any permits for the use of the dog-proof raccoon trap.

That was written by someone who isn't even TRYING to discern the intent of the WAC.  The intent is to have PADDING not two jaws.

WDFW allows foot snares on a permit.  Why couldn't you modify a DP with a cable?

Where does it say that a jaw has to move? In my opinion the DP traps have a moving jaw(the wire) and a stationary jaw( the side of the tube). This is just like a human jaw, only the lower jaw moves, The upper is stationary.

I have made that point although I used the jaws of a vice as an example. Took it straight out of a dictionary.

DP coon traps work extremely well. Especially when you have an old chicken-killing boar that won't go into a cage trap.
You simply bait them with marshmallows. You put a few on the ground tucked in behind the trap. You set the trap on an angle and brace it in a bit. The coon comes up and eats the few marshmallows set on the ground which are tucked in behind the trap. It gets a taste for the tasty treats and without fail - it notices the tasty morsel inside the small cylindrical trap. With just one more to get, the bandit sticks its paw inside to extract the white fluffy goodness and then bam! - it's caught. Then it just sits and waits till you come and give it some good news.

Although a DP trap may work the best there is a way to utilize a padded jaw coil spring as a DP trap.
Dig a trap bed as deep as the jaws of the trap are high or just bit deeper. Set the trap in the hole and place a fair sized piece of ply wood over the set with a small hole in the plywood over the coilspring. If you use too small a piece of plywood the coon may try and dig under the edge. I would suggest 3'x3'.

The other way is similar but you cut one end out of a can that will fit over the trap. Hole in the top end for the coon to reach through.

Remember this is only legal with a Special Trapping permit that indicates padded jaw traps.
