PSE DNA Problem

My brother inlaw has a DNA that he bought new last winter.  He shot it about 200 times and then drawing in back and it was really tight. and the D loop broke causing the cable to break. The store he got it from replaced the cable and thought the guy who pressed if to set it up did it wrong and damaged the bushings on the axle. He could never could  it set up after that. He sent it back to PSE and the replaced every thing but the riser.  He gets it back and set up again Shoots it about 200 times again and it gets tight again. This time he doesn't break the d loop. When he tries to pull it back its like the cams are stuck and wont even move. Anyone ever have this happen?
