Even if the push from federal level takes a few years to materialize, there seems to be a good chance of a push at the state level. So if you wait until after the election and a panic buy occurs, but laws don't change, then you'll be looking at possible inflated prices should a state initiative actually happen. Guess is if Hillary wins there will be a major rush and shelves will be clear of certain items. They won't likely be back in stock for you to be choosy before the state initiative would kick in about 13 months after the Hillary panic starts. Then it won't matter because the state won't allow certain things to be sold, so if receivers are $19.99 afterwards you'd have to move to a new state.

I think it's wise to prepare for hard times. Each of us need to assess how to do that, but IMO we entering the end of times that it will be cheap and easy to do so. The time to start preparing was several years ago starting with paying down Bill and becoming debt free.
