So if I wanted to put in with my Alaska resident brother for a hard to draw tag....we both buy tags (if drawn) but one animal?   That's what I read

Ya, I think from what I've heard it's the voice of outfitters and Alaska locals not liking un guided non-residents taking from their quotas.
