URGENT ACTION ALERT: Washington: Gun Ban Substitute to be Considered TODAY!

HB 1387 (http://app.leg.wa.gov/billsummary?BillNumber=1387&Year=2017), its proposed substitute (https://app.leg.wa.gov/CMD/Handler.ashx?MethodName=getdocumentcontent&documentId=U6wxh4on7dQ&att=false) and HB 1122 (http://app.leg.wa.gov/billsummary?BillNumber=1122&Year=2017) are extremely BAD anti-gun bills that attack our Second Amendment rights.  Please TAKE ACTION NOW by clicking on the CLICK HERE TAKE ACTION link provided by the NRA-ILA below.

As we alerted earlier today, anti-gun legislators were planning to amend House Bill 1387 into something that would help them garner more support.  Now, the substitute legislation they plan on replacing House Bill 1387 with is available.  Your NRA-ILA remains staunchly opposed to this anti-gun legislation and needs your help to stop it!  Please contact members of the House Judiciary Committee and continue urging them to OPPOSE House Bill 1387 and its proposed Substitute Bill.

The proposed Substitute for House Bill 1387 (https://app.leg.wa.gov/CMD/Handler.ashx?MethodName=getdocumentcontent&documentId=U6wxh4on7dQ&att=false) is a stepping stone to a larger prohibition.  As drafted, anyone under the age of 21 would be virtually unable to possess the most popular and commonly owned semi-automatic rifles today.  This legislation attempts to brand these firearms as “assault weapons” to drum up unnecessary fear of their ownership. The proposed substitute would treat these so-called "assault weapons" like handguns under state law, which requires a waiting period of 10 days or until all federal and state background checks have been completed.  Individuals would be required to complete the same purchase application as handguns, which includes: full name, residential address, date and place of birth, race, and gender; the date and hour of the application; the applicant's driver's license number or state identification card number; a description of the firearm including the make, model, caliber and manufacturer's number.

In reality, these firearms are only being defined by aesthetic features that in no way effect the functionality of the rifle.  Law-abiding Washingtonians should not be prohibited from possessing these popular firearms just because anti-gun legislators want to enact at least some part of their political agenda this year.  Further, this legislation would have absolutely zero impact on crime.

NRA members and Second Amendment supporters are encouraged to continue contacting members of the House Judiciary Committee and urging them to oppose House Bill 1387 and this proposed Substitute Bill. You can also call 1-800-562-6000 to contact your state legislators in opposition to these gun control bills."

Looks like Jinkins saw it going down in flames and has tried to make it more palatable.  It still sucks.


Proposed Substitute HB 1387 (H-1904.2/17)
By Rep. Jinkins
An Act Relating to enhanced background checks and licensure for assault weapons and large capacity magazines.

The Proposed Substitute makes the following changes:
 Removes all provisions regulating large capacity magazines.
 Removes all provisions requiring an assault weapons license in order to possess, purchase, acquire, transfer, transport, deliver, sell, manufacture, or import an assault weapon.

 Limits the definition of "assault weapon" to apply only to semiautomatic rifles that have the capacity to accept a detachable magazine and that have one or more of the following: (i) A pistol grip that protrudes conspicuously beneath the action of the weapon; (ii) a thumbhole stock; (iii) a folding or telescoping stock; (iv) a second handgrip or a protruding grip that can be held by the nontrigger hand; (v) a flash suppressor, muzzle break, muzzle compensator, or threaded barrel designed to accommodate a flash suppressor, muzzle break, or muzzle compensator. The term also includes a conversion kit, part, or combination of parts, from which an assault weapon can be assembled if in the possession of the same person.

 Retains provisions that apply the requirements for pistol transfers to any sale or transfer of an assault weapon, including the requirement for a state background check in addition to a federal background check.

 Provides that a person who is under the age of 21 years, but at least 18 years of age, may only possess an assault weapon in the person's place of abode, fixed place of business, or on real property under his or her control, unless certain other exemptions apply.

I reject any legislation that uses the words “assault weapon”.

A damn pistol has a pistol grip. I said if that makes an assault weapon then all pistols police have are assault weapons.

By this definition many Ruger 10/22s would be “assault weapons”, while many M-14s would not.  Beyond stupid.

Just e-mailed,for myself a mini 14 a few weeks ago just in case,under this law they are not an assult weapon, plus I wanted a truck gun.
