lol, wait, that's not funny!!!!   22 points for quality elk, wasn't the toughest draw either, Dayton rifle.  I also have 22 points for bull, ghost this year.  When I had 20 for bull I didn't draw either.  Wdfw really does hate me.

In 2016 there were 8 applications with 26 points or more for Quality Elk, and none drew.

The maximum number of points a person can have in any category is 22, (that includes the point for 2017)

The only way to have more points than that is to have them awarded to you by WDFW, (turn in poacher, etc.) Poaching bonus points are only given in deer and elk categories, very hard to get bonus points in OIL's

There is no max. The system has been in place since 1996 (22 seasons) so there are few with more points than that.

point system has only been going for 22 or 23 years so the "max" points you could have is 22 or 23 or whatever it is. If you have more, you did some good deed for wdfw and they rewarded you with points.
