Montana land owner tags

So I believe me and my younger sister are tied in pretty well with a landowner we made friends with last season in Montana. I didn’t stay on my sister enough to make sure she put in for tags and she started a new job which made her question if she would be able to make it this year. Well now I drew tags and she can come. Is it to late to apply for landowner tags if he is willing to give us one somehow? How does it work? I’ve been researching and having trouble figuring it out

I believe it is the same as the regular app time period

To late.  I already called and asked.  The surplus landowner tags are given out in the general non-resident deer draw.
