It can be done, I saw an elk mount done like that about twenty years ago. He looked liked he was in a snow shower, with a skiff of snow on his antlers and his hair wet and water (fake, of course) dripping down off his mane. It was done with resin and looked unusual, but I'm not sure what the life of such a mount would be. Fake snow is the world's best dust attractor and I'm not sure how the resin in the hair would react over time. Short answer, yes it can and has been done.
