Out of state caller

My uncle, who's very experienced elk Hunter offered to come hunt with me for a portion of my observatory bull tag. He posed a question that I cannot find an answer for. If he came over and did the calling for me, without hunting, would he have to have a license? Thanks for any help!

Yup - no license.  Confirmed with a game warden a few years ago.  My wife likes coming out hunting with me but wants nothing to do with killing big game.  She cow calls pretty good and enjoys doing that.  Warden said it's all good

If he looks like he is hunting (carrying a weapon, calling, etc.) than he is hunting.  If he isn't carrying a weapon (other than a pistol, say) and just calling, he'll be fine.

I have done exactly that, calling for my sons who were hunting elk, at times when I was not a WA State resident.  I came over during elk season to keep camp, call for them and help pack meat.  It never occurred to me that I would need a license since I was not hunting in the sense of being able to kill anything, and did not carry a bow nor firearm.  I never even thought to check and am glad that others have checked with wardens.

FWIW it is a particularly pleasurable way to spend time in the woods, helping other hunters succeed.

would contact wdfw for issues like this, get them in writing... the regs define HUNT: any effort to kill, capture, injure or harass a wild animal or bird... Calling during a game season may be interpreted as harassment ... again, i don't have any data just the read and possibilities....
