When do the 2019 turkey regulations come out?

When do the 2019 turkey regulations come out? Soon I hope. I want to read the crossbow specific regulations. I read the 2018 regulations and was a little confused if I could use my crossbow or not w/o a special permit. I don't see why I couldn't use it ... my shotgun is way more lethal.

Crossbows are legal for turkey hunting.   Permits for them are only for big game.
