Washington I-1639 To Go Into Effect July 1

On July 1st, the remaining provisions of Initiative 1639 will go into effect.  Previously, on January 1st, a provision from I-1639 went into effect to prohibit young adults under the age of 21 from receiving semi-automatic rifles, along with a provision that bans sales to out of state residents.  NRA and the Second Amendment Foundation filed a lawsuit challenging I-1639 in November 2018 not long after it passed.  The United States District Court for the Western District of Washington rejected a motion by the Washington state government defendants to dismiss this lawsuit back in May, clearing it to proceed.

Under I-1639, starting July 1st, prospective purchasers of semi-automatic rifles will be required to have completed a specific, I-1639 compliant, firearm training course within the previous five years, transfers of semi-automatic rifles will be required to be delayed for ten business days before the recipient may take possession, the existing handgun registry will extend to semi-automatic rifle transfers, and recipients will be required to pay a fee of $18 to the Department of Licensing to process transfers.  Firearm owners will also be required to store firearms locked up per state standards or potentially face criminal liability if they are accessed by another.

Additionally, House Bill 1465, sponsored by Representative Roger Goodman (D-45), will go into effect July 1st as well.  It will require CPL holders to undergo a state background check on handgun purchases instead of the instant NICS check that is currently being conducted as a courtesy by the FBI.  Beginning July 1st, the FBI will no longer be conducting these courtesy NICS checks for CPL holders.

With the longer waiting period over a larger variety of arms (Semi Auto Rifles, No Same Day Pistol purchases with CPL) I have had to purchase another safe. AND a small stock of trigger locks for things shipped in without one.  So its added to my cost of doing business beyond the stationary/postage/more paper to print/send/track.

So Dick in the Dirt...its OK to burden a business with more costs and you call recovering those costs stealing revenue?    Maybe you have never owned your own business, never seen all the crap larded on your business by this state...in addition to the basic costs, permits, fees,  I get additional storage requirements, Locks, and MORE paper to handle, by the idjit voters...especially the gun-owners who VOTED FOR IT BECAUSE THEY DIDN'T READ THE WHOLE THING. 

I asked one of those to take his business elsewhere when he was griping about what was going to happen when he ordered his 10-22 for his Kid...after July 1.  And had the nerve to bitch at me like i was the one who added the additional requirements.  He wanted to get a 10-22 and walk out the same day without having to take a class.  I had to explain that he wouldn't be able to do that.  His response was "I'll just find a dealer who will let me do it."  I responded, "Good Luck With that!".  He complained that the initiative didnt say it would apply to 10-22s..I responded that it did indeed SPELL IT OUT....if he had bothered to read it.

Im ready for a tactical retreat to Idaho, personally. This state is too far gone which is sad to say, since I've lived here for 43 years. I know the argument, stay and fight, etc., but I am just tired of it.

Here's to hoping it gets overturned in court.

The guy got REALLY upset at the annual re-certification to continue to own his 10-22.  The idjit didnt READ IT...And Voted for it...self inflicted wound.

RCW 9.41.139, as adopted under Initiative 1639, requires that the Washington State Department of Licensing work with the Washington State Patrol and other state and local law enforcement agencies to develop a process to verify—at least once a year—that the owner of a pistol or semiautomatic assault rifle remains eligible to possess a firearm under state and federal law. If the owner is determined to be ineligible for any reason, notification and the relevant information will be provided to the chief of police or the sheriff of the jurisdiction in which the owner resides. Steps are then required to be taken to ensure the owner is not illegally in possession of firearms. The new law requires the verification process to be developed no later than July 1, 2020.

FWIW, I think DitD was saying that the state was stealing from US and YOU, too.

I was at a gun shop the other day and this random guy announced with a loud tone of authority that 1639 only affects semi-auto rifles. He was implying that anyone looking at pistols didn't understand the bill. The shop owner was busy with purchases and just nodded his head.

You have to wonder how many gun owners voted for 1639 without reading it or doing even 10 minutes of research. I realize the vote was heavily King/Pierce as usual but some of the rural counties didn't have very strong majorities against.

According to the video, when purchashing a firearm you have to sign a statement that you have taken a course, and technically are not required to show the certificate, though I see no harm in doing so. Whether this will end up working in practice remains to be seen.

I haven't put any effort yet into verifying whether these folks are indeed approved by the state of WA for this. I need to figure out how to check that.

Ditto- just did mine. Printed it out.  However, I will never put it to use.
Pains me to say after trolling the stores I didn't see anything that wouldn't duplicate what I already have.

The prerequisites are in writing - these Sporting Systems folks are the main players who battled 1639 in court and no doubt put more skin in the game with lawyers time and $$$$ than others.
They are a well vetted outfit.  The level of learning is an individual choice & will be offered at many good establishments.

Sad that after bending so many ears there are a lot who just didn't get what 1639 was all about.  And worse, there are many uninformed gun owners that voted for it thinking it wouldn't effect "THEM".   

I'll send donations as usual & plan for the worst, hope for the best.

Store fronts are still making sales, and there has been a decline in the semi auto market particularly. However, I’ve only transferred three firearms to one customer in two months. Most people have spent their money on acquiring items prior to July 1st and it’s really cut into my refinishing business.

I did watch that full history on the second amendment though and was pretty funny and informative.
Things that not even I knew and I consider myself a novice expert in what the second amendment means.
