I believe this likely has a goal of rendering certain portions of I-1639 unconstitutional.  Specifically, the mandatory waiver of health privacy rights.

What rights have been violated in eastern WA because of the covid virus? Why would they only ask from eastern WA and not western WA?

I stand corrected.  E. WA has less compelling requirements for isolation and lock down than the populous areas  of W. WA.  Rural is kind of isolated by nature.  Otherwise, picking out a good W. WA case may be like finding a clean needle in a stack of dirty needles.
