I've shot quite a few mangy coyotes when i used to coyote hunt a lot, the mangy areas usually had no hair, I don't think it's mange for that reason, but obviously I have no way of knowing for sure.

Half of the bears I had coming to the bait had even less hair than that guy, some were practically naked!  :)
