Is there any way to fix an overpowering flash on digital photos?

Sorry, I guess I should explain a little more. I have some trail camera pictures that I think were taken too close to the subject. So now I have multiple over exposed pics. I read a little about possibly being able to fix it with some layering in CS4 but I don't have that program. So is there any way to fix photos that have already been taken?

If they are overexposed you have problems that you won't be able to repair.

You would have a better chance if you shoot in RAW
