State wildlife advocates announce the launch of Washington Wildlife First, a new nonprofit dedicated to reforming environment management agencies.

SPOKANE, Wash. — Washington State wildlife advocates Sunday announced the launch of a new wildlife nonprofit.

Wildlife advocates created the new nonprofit, Washington Wildlife First. The nonprofit demands reform of state wildlife management. WWF is specifically dedicated to reforming Washington’s environmental and wildlife management agencies, starting with the Department of Fish and Wildlife.

“State wildlife management must shift from a model of consumption to a model of conservation and recognize the realities of the dual crises that we face today - rapid climate change and unprecedented biodiversity loss,” said Spokane resident Chris Bachman, the advocacy director for WWF. “We need agencies that value science, respect nature, and prioritize the protection and restoration of natural ecosystems.”

The WWF is one of the few environmental organizations whose sole purpose is dedicated to state agency reform. The nonprofit plans to first reform the Washington Department of Fish and Wildlife.

“Department management is dominated by an outdated mindset that does not reflect the values of the people of Washington,” said Seattle area resident Claire Loebs Davis, managing partner of the law firm Animal & Earth Advocates, and board president of the WWF. “Its leadership has sacrificed the interests of current and future Washingtonians to cater to the demands of commercial interests. Powerful politicians and tiny factions of the hunting and fishing community.”

The WWF launched a website here earlier this week. It is registered as a Washington nonprofit and has applied for federal tax-exempt status.

So WDFW should stop using a science based management objective and instead it should manage people’s feelings, especially people’s feelings who don’t and won’t financially contribute to management.

Oh, Deer…

Mr. Ward Halcomb made some unsubstantiated claims in his guest editorial (“Cougar numbers too high”) on June 16. I would like to address them.

Wolves, cougars and bears play key roles in ecosystem health, keeping deer and elk populations in check, benefiting plant species and, by redistributing nutrients, providing food for a number of other species.

To claim carnivores are decimating deer and elk populations is counter to the best available science. Carnivore presence is “re-wilding” deer and elk, contributing to the perception of fewer wild ungulates. Carnivore populations self-regulate and do not require hunting or trapping seasons to “manage” their numbers. They cannot outgrow the prey base they need to survive.

A report from the Washington Department of Fish and Wildlife on June 11, titled “Plans to Address At-Risk Ungulate Populations,” presented by the ungulate section manager at WDFW, used this to define at-risk ungulate populations: “… any ungulate population which falls 25% below its population objective for two consecutive years or if the harvest decreases by 25% below the 10-year average harvest for two consecutive years.”

The report showed no zones meeting criteria for an at-risk population for white-tailed deer, the primary prey of cougars; two zones in south-central Washington are at risk for mule deer; and three elk herds in southwest Washington and one in southeast Washington have at-risk populations – all due to reasons other than carnivores.

There was a decline in white-tailed deer harvest, the metric used to calculate populations, in 2016 following the 2015 drought and wildfires. Harvest numbers were down in 2019 due to WDFW, with hunter support, eliminating recreational antlerless harvest in several game management units. In 2018, that accounted for 943 deer. If similar opportunities existed in 2019, harvest would have been higher. Even without antlerless harvest, the harvest numbers in 2019 were 86% of the harvest numbers in 2018. Eastern Washington actually observed a slight increase in buck harvest in 2019.

For mule deer, five zones are currently not at risk. Following the drought and wildfires of 2015 and a hard winter in 2016, two zones met at-risk criteria in 2017 and 2018. These populations have increased since, due to reduced antlerless harvest. Both effected regions are in Central Washington, not northeast Washington, and both are impacted by hair loss syndrome and one has documented adenovirus.

Cougar predation is the leading cause of deer mortality in most years, as we should expect due to the coevolution of the two species. Malnutrition was the leading cause of mortality in 2015 and a close second to cougar mortality in each year documented. Without carnivores keeping deer populations in check, loss of deer to malnutrition would be higher due to increased competition for resources.

Elk populations are at objective throughout the state with the exception of southwest Washington where hoof rot disease has been a factor . Predation was noted as not being a key factor in these elk herd population declines. There are no documented wolf packs in southwest Washington; nature relies on carnivores like wolves hunting together to take down larger animals like elk to prevent the spread of debilitating diseases in the herd. The Blue Mountain herd in southeast Washington was noted as being 16% below objective, but parts of that herd spend time in Oregon and were not counted.

The WDFW Ungulate Assessment in 2017 covering white-tailed deer, mule deer, black-tailed deer, Rocky Mountain elk, Roosevelt elk, bighorn sheep and moose found, “Using the data at our disposal, none of the ungulate populations in this assessment appear to show clear signs of being limited by predation.”

Are there fewer deer and elk to hunt? The agency tasked with keeping track of those numbers – dedicated to preserving, protecting and perpetuating the state’s fish, wildlife and ecosystems while providing sustainable fish and wildlife recreational and commercial opportunities – has scientific data that says no.

I agree with Mr. Halcomb, there is nothing more free-range organic than wild ungulate meat. Humans have been hunting and gathering for 2 million years and farming for 5,000-10,000 years. Both offer unique opportunities to be responsible for our food and reawaken our connection to the land; hunting offers a chance to understand the true cost of eating meat.

To coexist with each other and local wildlife, we must maintain healthy populations of plants and animals and find balance between a growing human population and diminishing resources. Carnivores on the landscape help restore that balance.

Mike Petersen, a longtime conservation advocate and executive director of the Lands Council, was fired by the board of directors March 5.

Petersen had worked at the council for nearly 30 years.

He declined to comment due to settlement talks with the Lands Council.

Chris Bachman, the wildlife director for the council and a friend of Petersen’s, quit in protest Friday. His last day at the Spokane-based conservation nonprofit will be Thursday. Bachman has accepted a new job working at the Mountain Lion Foundation.

“On the 5th of March, the board fired him,” Bachman said. “Out of nowhere, at 11 a.m. Effective immediately. Clean out your desk. You’re done.”

Greg Gordon, the board’s co-chair, declined to comment.

Staff members have not been told why Petersen was fired, Bachman said.

“That’s part of my gripe. No one has told anybody why,” Bachman said.

Mitch Friedman, the executive director of Seattle-based Conservation Northwest, said when he heard about the firing he called Gordon to see what was going on.

“Gordon said there was no scandal,” Friedman said.

While they’re still unclear on the reason for Petersen’s firing, Friedman and Bachman both said they don’t believe it was the result of inappropriate behavior.

According to Amanda Parish, the interim executive director, Petersen’s firing does not represent a major shift in the Lands Council’s approach toward regional environmental work.

“The details of his departure are still under negotiation, so for legal and privacy reasons I can’t speak to it further,” she said in an email, adding later, “I have deep respect for Mike’s legacy of environmental conservation in our region. While The Lands Council is experiencing internal restructuring, our board and staff don’t intend to make major changes to our external work.”


Petersen’s abrupt ouster will have a negative effect on regional conservation work, Friedman said.

“You don’t lose an asset like that and not pay some cost,” he said. “It’s not a role a group like mine from Seattle can step in and pick up the slack.”

In particular, Petersen helped pioneer collaborative timber sales in the Colville National Forest. In 2015, the Lands Council backed the A-to-Z project near Colville. Under the terms of that project, Vaagen Brothers Lumber Co. paid for the environmental review of the timber sale, a move that garnered national attention and some controversy. The Alliance of the Wild Rockies filed a preliminary injunction against the project in federal court, although in 2017 a judge ruled the sale could continue.

This collaborative approach to conservation has divided the conservation community in the past, with some arguing that when conservationists collaborate with industry, conservation loses.

Petersen started his career with Earth First!, an environmental group known for protests, lawsuits and, occasionally, controversy. Petersen and others brought similar tactics to the Inland Northwest, routinely protesting timber sales in the Colville and Idaho Panhandle National Forests.

“How did you get from road blockades and protests and getting arrested to collaborating with the timber industry,” Petersen said in an interview with The Spokesman-Review in 2019. “How did that evolve?”

Petersen called direct action and litigation a “tool” that environmentalists need to use to get a seat at the table. But once that happens, he said, collaboration is the next step.

In the 1990s, The Lands Council and the Kettle Range Conservation Group “challenged every single timber sale,” he said in 2019. They were so successful they eventually forced the the Forest Service and the timber industry to sit down and negotiate, he said.

Alan Harper, a forester for the Coeur d’Alene-based lumber company Idaho Forest Group, said he’s appreciated Petersen’s willingness to talk and work through differences. The two have worked together as part of the Panhandle Forest Collaborative for 15 years. He’s “severely disappointed” that Petersen was fired.

“I don’t agree with everything he wants to do,” Harper said. “He doesn’t agree with me on everything. But we’ve always been able to come to conclusions that everybody got something that bettered the projects.”

The Panhandle Forest Collaborative met on March 20. The Lands Council did not send a representative, Harper said.

“It has put a lot of our forest and wilderness work in jeopardy,” Bachman said. “He’s been building relationships and trust in different communities for years. I just feel like there wasn’t a lot of foresight.”
