Bull with bailing twine in his antlers

I saw two bulls and around 10 cows from the side of the road and one bull had it looks like twine in his antler! What do you think it is? I am pretty sure it is twine.     

Do it right the first time,

                       not the second.

Better than the bull moose that had Christmas lights in his antlers in Anchorage a few years back!!
