2 pole endorsement for youth?

This is a basic question I could probably look up, but I dont have much time, and figure someone here will know quickly.

Do you need to/ Can you even, buy a 2 pole endorsement for a youth under 15?

I would call wdfw for clarification if you're worried about it. The way the endorsement section is written in the regs it sounds like it is not needed, but there are quite a few posts on various forums of people saying they still had to purchase it at full price for their kids in the past.
