It's not confusing to anyone that reads the hunting regs... Funny part is I'm a military transplant and find it funny that a lot of life long Oregon residents here are clueless to the baiting laws. I know some guys 70-80yr old that kill there bulls over a giant pile of apples without ever leaving home.
Here's the 2 types of baiting that's NOT ALLOWED - 1. The use of bait for hunting game mammals is prohibited on NBHMA (a hunt area that's a columbian whitetail management zone)
2. It is unlawful to:
• Use bait to attract black bear and using dogs
to hunt or pursue black bear is prohibited.
