Does anyone know if there are any peeps that are made with glow in the dark material?

You can make one. Go to the hobby store and buy a little bottle of paint. It is the kind of stuff that clock makers use to make clock hands glow in the dark. before you go out, shine light on it and it will glow very well.
Some people spend their entire life wondering if they made a difference. Marines don't have that problem.

There used to be one on the market a few years ago that had some sort of glow in the dark stuff in it.  The problem that you will encounter with something like that is your eye will want to focus on it as you look through the peep.

I have seen a low light peep not too long ago.  I think it uses fiber optics, but I'm not sure.  Haven't used them so I don't know all of the details, or how well it works.

I switched from a peep site this year to the hindsite and really like it.  It glows in the dark.
