Huntin' out of State?

As of tomorrow, our company (Custom Home Builder) is shutting our doors for a month or so.  We need to totally minimize our overhead until our next projects start in December.
This means...I am finally available to get out of the area for awhile, and do some hunting in Idaho or Montana. (Not really by choice...the only upside to a bad economy).
I filled my archery elk tag in Ea. WA in Sept., so now I want to try and chase down a big muley.
This was not planned, but I better try and take advantage of the bad situation.  Any PM's for me to start my research now would be greatly appreciated.  I plan on bow hunting...is there any quality over-the-counter tags available in Idaho or Montana?  I don't want your honey hole...I would just like a big mountain to explore. Well it looks like Idaho still has 4,911 deer tags available on the non-resident quota:

Montana, well...I think you'll have to wait until next year to apply for a tag.

Those tags that are available...it says "regular/whitetail deer".  What does regular mean?  Mule/Whitetail?????

Regular Deer tags can be used for either species but have shorter seasons that are mainly in October. Whitetail tags are just for Whiteys but have really liberal seasons, fairly long. All I really know.

Thinkin around St. Maries area.  Any preference on Unit 5 or unit 6 (more public land is preferred)?
