Not quite sure why Yakima units would have twice as many spikes when they adjoin Eburg units, unless someone got on their horse and cut them out. I think the true spike rule is going to cause more problems and wasted meat.
Here is why. The Colockum and Yakima units are separated by I-90 and the Kittitas Valley. The Yakima Units have a Calf to Cow Ratio of 30:100 and the Colockum has a Cow to Calf Ratio of 20:100. So based on this alone the Yakima Units will have 50% more spikes. Add in the fact that for Colockum it must be true spike then you can easily say the Yakima GMU's will have twice as many legal spikes. Especially since only maybe 1/2 of yearling Colockum bulls are a true spike. Also not all E-Burg units are the Colockum. GMU's 340 and 336 are considered part of the Yakima herd.
