Bighorn Sheep Permits?

What are people's thoughts on permits for the selah butte and umtaneum hunts, drastically reduced or not even open for hunting do to the pneumonia outbreak?  I see in the 2010 recommendations they're actually proposing an increase in overall permits from 40-46 for all units combined.

I like the looks of a new late permit in the tieton being back open for business.
