Cougar with an out of state dog handler

I had a friend in West Virginia who runs hound dogs for coons, rabbits, etc. and is interested in possibly trying his hand at cougars.  I told him I know of a few spots I could get him on cougars.  My question is it legal for an out of state hound hunter to use his dogs in this state, provided I draw for the permit.  I'm a complete hound hunting newb so if I'm way off base let me know. Thanks.

ya im pretty sure thats legal, nothing in the regs that says it isnt. you'll get to have a few dog handlers with the permit so he just has to have one of them cards

Ya I read I get three.  Sounds good I'll let him know and see if he wants to make the trek.  He actually doesn't want to shoot a cougar, just let his dogs tree one and snap some pics.

Might be cheaper for you to front his tags and fees versus say having to hire a guide to run your cat.

are you sure he would need the hunting license? he wouldnt need a hunting lic if he was just watching and tag alonged for the hunt. i do know what gamies consider hunting, , so he may have to get one. you could just say the dogs are yours

Would be pretty crappy to have to pay for an out of state tag when he's not really hunting, just guiding dogs.

They have removed the language that dog handlers had to be residents. I am pretty sure he needs a hunting license and don't try to cheat the system, it's not worth it. I know at least a couple dozen doggers through the years who tried to beat the system. Several of them I warned to not try to circumvent the rules, needless to say most of them were caught one way or another and are not allowed to buy a license anymore.

I would most definitely go this route if we was willing to make the trek, if I can afford to.  He's a great woodsman in WV just looking for another experience to add to his belt.  Learning things from him would be worth the price of admission.
