Shoulder height at center.  An easy way is with 1" PVC.  You will need two 10' lengths, and 2 ells, 4 tees, and 4 caps.  Cut each 10' length into two 2', two 1' and one 4' pieces.  you will end up with 4 2' pieces for the frame.  Use the ell at the top, and the tees at the bottom so you can attach the two 4' legs.  Use the other tees at the bottom of the legs, and attach the four  1' pieces for the feet.  put on the caps so it's steady.  Now cut open some shopping bags, and use masking tape to secure it to your frame.  Tune away.

That pretty much described my setup exactly.  Mine is 3' wide to accomodate a roll of Xmas wrapping paper on the top crossbar.  I roll it down and use spring clamps to secure it to the bottom crossbar.  I pull the slack out and use spring clamps on the paper roll to keep the paper tight.  One thing I did wrong with mine was use 3/4" PVC instead of 1".  Mine is pretty flimsy with the weight of a Costco-sized paper roll on the top.  Still works well, but I wish it was more rigid.
