where are the bucks

i get about 200 pics every 3 days and i get bulls cows does lil bucks and only 4 shooters on the cam and 4 on the hoove, since august is it just that the doe buck ratio is like  100 does to 1 buck? why dont they allow doe huntin here no way all thes does can be bread! can they?
