I was told by WDFW that they plan to draw the quota.  Since they have stated that all applicants that draw can purchase a permit up until September 1, I don't see how they could do it any other way.  If they draw more than the quota, then they can't promise everyone an opportunity to purchase one.

Yep.  A lot of people put in, and then find out they need to pay $180 for the permit.  That's a pretty steep price for deer.  I suspect most of the elk will sell: maybe 80 to 90 percent of those who draw will buy the permit.

I think thats why they upped the permits. They figure if they draw 4000 names then atleast 2000 people will actually buy them which means they get the same money as last year but they don't have to deal with the hassle of a first come first serve onslaught after the drawing. Plus they might figure with the odds being so good then more people will put in for it. Even if they don't buy one the wdfw still gets $6.50 per permit app.

So if your selected you have until sept 1 to purchase the permit? If I remember right, in years past you had two weeks or so to purchase the permit after being notified or you lost it  :dunno:

That is how they justified increasing the deer permits to 4000, from 2000 last year (or close to that.) They are counting on only selling 50% just like they did last year.
 
Of course, if they do sell all 4000, I'm sure they won't mind at all- that's why they're giving everyone drawn the chance to purchase all the way up to September 1st. If they sell 4000 instead of just 2000, that's an extra $360 THOUSAND.   :yike:

Licenses.  Tags.  They are different.

You can purchase a big game hunting license without specifying the type of tag you want.  You will eventually need to get one if you wish to hunt a deer or elk, or if you wish to apply for a special permit.  When you do get a tag, you will then need to specify hunting implement for deer and elk (archery, muzzleloader, modern) and East or West for elk.

That is exactly what I did: I purchased a Deer/Elk/Bear/Cougar license for 2011/2012.  I have not yet "purchased" my deer and elk tags (they were actually part of the license but I will need to pay a small dealer fee when I actually get them).  I applied for a Multi-Season elk permit. If drawn, I will need to pay $180 for the multi-season permit, and I will also need to get an elk tag.  If I don't draw, I will still need to get a deer and/or elk tag if I wish to apply for special permits, or to hunt them.
