Hooped Beaver for Wet Side Turkey Help

We didn't connect last year for Easterns so the commercially tanned hooped beaver is still waiting for the person who helps / tells us where my daughter and I can get toms.  I've scouted a couple areas people told me about last year and they are still in the running for the beaver.

Today I scouted one area and while I was in the woods I saw two guys walking on the gravel road.  They were in camo, I think they had guns and one had over his shoulder a garden hoe.  Does anyone have any idea why he would have a hoe?   Is bear season open?  Could they be moving bait?

Didn't think of that.  Also didn't notice complexions.  Glad I didn't stop them to talk.  I do think of that when I see 4-wheeler trails that don't look like old overgrown roads in this no-motorized area.

Still looking for more help finding wet side birds.

you're in the region. I've seen scat, but no birds, in capitol forest, but the north end, up off Turkey Road or whatever it is by summit lake. so I"d recommend hiking there.
I've seen them in the onalaska area. heard rumors they are up and down the cow, and the WDFW says they're in peterman ridge. good luck.

pretty much find some fields/trees binos and start walking lol.  In my opinion, you're in the hardest place to find turkeys, but they are everywhere out there. I have done a lot of work in the region scouting turkeys. A lot of gas burned, and a lot of tread worn. And yet this friday I'm headed east ;)  to a place I've never hunted or scouted turkeys, but seen then many times. what does that tell you?

They might have been starting a food plot, or placing salt, most directions say to clear an area.
that area is not open for bear why I did not hunt it last season, but will be checking it out Friday.
