will the state allow you to switch a modern firearm elk tag for an archery elk tag if you didn't put in for anything? I only have the first half of september to hunt so I thought maybe i'd try and switching?

I doubt it, but you should call and ask.

If you have not put in for a drawing in that species, you have until the first day of general season for that weapon in which your tag currently is to switch it.  So you should have until October or whenever the first modern elk season opens to change to archery.

Can you do this anywhere you buy tags or does it need to go through Olympia?

you can do this at any dealer in the state but the dealer has to call Olympia for approval.  So has to be a weekday between 8-5.

Like said, yes.  I had to go from archery to rifle a couple years ago as I messed up my elbow in the spring.  Luckily, I had forgotten to apply for an elk tag that year.

You could do it over the phone with any office I think.
