Dear Wildlife Commission Members,I am writing this letter in regards to the wolf management plan that you are currently taking public comments on. I would like to take this time to remind you of the mandate of department and commission. In the mandate it states that the department and commission shall attempt to maximize recreational hunting opportunity for all citizens. I strongly suggest you review the plan and make sure that the final decision of this commission makes every effort to maximize hunter opportunity for wolves after the minimum sustainable number of wolves has been reached. This is crucial for keeping wolf population under control and for meeting the mandate given to you by the legislature of Washington state. This commission must approve a management plan for wolves that is based off sustainable populations of wolves and maximum recreational hunting. Any plan based on anything else, like say anti-hunting public opinion, will not meet the mandate of the department and commission. It has become increasingly clear that this department and commission have been making changes to hunting seasons for our wildlife, especially our predators, that are not based on biological, safety or management reasons and are not only failing to maximize recreational hunting opportunity but are actively reducing it. I have included the mandate below for your reference. Thanks you for you time.Naithan KainRCW 77.04.012Mandate of department and commission.Wildlife, fish, and shellfish are the property of the state. The commission, director, and the department shall preserve, protect, perpetuate, and manage the wildlife and food fish, game fish, and shellfish in state waters and offshore waters. The department shall conserve the wildlife and food fish, game fish, and shellfish resources in a manner that does not impair the resource. In a manner consistent with this goal, the department shall seek to maintain the economic well-being and stability of the fishing industry in the state. The department shall promote orderly fisheries and shall enhance and improve recreational and commercial fishing in this state. The commission may authorize the taking of wildlife, food fish, game fish, and shellfish only at times or places, or in manners or quantities, as in the judgment of the commission does not impair the supply of these resources. The commission shall attempt to maximize the public recreational game fishing and hunting opportunities of all citizens, including juvenile, disabled, and senior citizens. Recognizing that the management of our state wildlife, food fish, game fish, and shellfish resources depends heavily on the assistance of volunteers, the department shall work cooperatively with volunteer groups and individuals to achieve the goals of this title to the greatest extent possible. Nothing in this title shall be construed to infringe on the right of a private property owner to control the owner's private property.[2000 c 107 § 2; 1983 1st ex.s. c 46 § 5; 1975 1st ex.s. c 183 § 1; 1949 c 112 § 3, part; Rem. In all honesty, it was a long day but a real eye opener to say the least. I was pleased that the commission found so many holes in the report and ask for clarification on many many items. The team walked away with enough action items to fill a week of research and providing answers. One of the things that got my attention as well as it did the commission was that they stated that washington had as much suitable habitat as Oregon, Idaho and Montana....the team argued that every model they applied gave the same results. I don't think anyone there believed that. It will be interesting to see there answers at the August 29th meeting.
