A New Rumor--seeking confirmation -- Not A RANT, only a question

I have received information from 3 seperate sources that there a couple of Tribes that have started baiting bears off of the reservation. None of the three could produce hard evidence so It is just a local Rumor so far. It is currently only a Westside/Coastal Issue. I am only looking for any information that might confirm any off reservation bear baiting. Please do not take this question and run a Rant from it.

was told by the DNR guy. the quinalts were baiting sams River. thats national forest. he was told there are only small bear's left so i think there ranging out onto our land now. he said he has seen way less in the last 4 years. he would be the guy to talk to on the bears. Rick
