OK, Bigtex - see if I have this correct.An RCW is a law passed by the state legislature. A WAC is a set of rules implemented by a state agency to comply with the RCW.Example: elk bag limit. The state enacts a law: RCW 77.15.410 "Unlawful hunting of big game".To comply, WDFW then writes WAC 232-28-352 "Elk general seasons and definitions". The WAC addresses such things as hunting method (Modern, Muzzleloader, Archery), hunt area (Eastern/Western), etc. These define "unlawful hunting of.." elk.Is that a correct understanding?
