please correct me if i am wrong, but unless you get drawn for the hancock bull permit you cant hunt elk on any hancock land? that would make the pass useless if you draw the wr
The Hancock White River Tree Farm has not sold out in the past couple years. There really is not much draw to purchase the Hancock permit since the deer #s are low and the elk hunting is mainly by permit only (there is a small portion of the White River farm that is Issaquah GMU 454).So you would probably have no problem putting in for the draw, getting the WDFW special permit, then buying the White River Tree Farm permit at FULL price. The reason why Hancock didn't sell a "mini" permit for the hunt this year is there were ample supply of annual passes left.
I think people are getting confused between the White river GMU which is what the special permit is for and Hancock's White river tree farm which is only part of the White river GMU which you need to buy an access permit to hunt on. TWO different things.

TWO different things. The White River GMU (essentially the SR 410 corridor from outside of Enumclaw to Mt Rainier Park) mainly has two large landowners. Hancock (White River Tree Farm) owns land from essentially Enumclaw to just about the Greenwater area. The USFS owns land from essentially Greenwater to the park. However there is some Hancock land east of Greenwater however. The only access permit needed would be for the Hancock lands. So if you were DRAWN for the WDFW special elk permit, you would NOT have to purchase an additional Hancock permit because there is a ton of USFS lands. However, personally I would purchase the Hancock permit since a large majority of the elk are on the Hancock lands.
