Last year was the first time I have seen it (been muzzy hunting the last 4-5 years)

Before, it was 1 week hunting muleys, and then 1 week western elk for me.

You thread title says "MS" deer. Did you mean ML?

I don't think it's odd at all, in general, but in this case, yes, I have to wonder why a person would apply, knowing at the time that it wasn't something he was willing to spend the money on.

I've applied for multi-season deer every year, except this year, and I never did buy it. I just wanted to keep the option open until after the special permit results were available.

Two things to point out here...yes, he has the right to not buy the tag after seeing the Regs...I get that, but as a hunter with two boys (10 & 12) who also hunt and neither of us drew the MS deer tag it does suck to lose out the chance of putting in for different draws, the second point to make is that really it's WDFW fault...as they should make the purchase deadline May 1st, then sell the left over MS tags on a "first come, first serve" basis and if you purchase it before the permit deadline then you can apply for the multiple season's special permits...why wait until August 1st? We all know when the permit deadline is and we all buy our tags before the deadline anyway...keep the MS left over's available until sold out but make the initial deadline purchase be before the special permit deadline! (common sense if you ask me!)
