Start by visiting your local Law Enforcement, PD, Sheriff, whatever is your jurisdiction. Fill out the forms, pay the fee, get fingerprinted, background check. Then wait.

Unless you are a gunsmith or have an actual storefront (not a garage) the ATF won't make it easy to get one. The days of the guy down the road selling firearms out of his house are gone.
