Best unit for OTC bulls in Washington?

What's the best unit in washington where you can shoot more than just a spike with out havin to draw a special permit?  Judges based off amount of area to hunt, herd size, and chances for success?  West or east side doesn't matter.  Go!

FWIW, that is an "Any Elk" Unit, Bull, Cow, or Calf. It is 99 44/100% private land too.

I'm not fishing just seeing if one exists.  I tried north east wa for a couple seasons, saw very few elk, wondering if that's normal for all any bull or 3pt or better units.

Exactly what I was told- very few elk hunters, and TONS of elk. Thus, the high success rate.

564 is any elk as well... should be a great one...

That is my favorite unit, I was huntin by Newport and started walking east and found elk!!!  It was amazing!
