I don't think it can be said that the WDFW "screwed up." They haven't done anything yet! Just due to the circumstances, this 16 year old kid drew a moose permit and now has to purchase the tag, for which the system is set up for him to pay the regular price. If he wants a special exemption, then he needs to call the WDFW and ask if they can do so.
