Help a dufus understand spring bear draw

Am I reading this right: In order to submit for 2013 spring bear draw (after Jan 1), I have to have a 2012 hunting license and a bear tag.....

And then am I assuming correctly: If drawn I will need a 2013 license and 2013 bear tag?

I'm easily confused

That doesn't sound right to me, I've always bought my bear tag at the same time I apply for spring bear, along with multiseason permits

You have to have a 2013 tag and license to apply for a 2013 spring tag. In other words you cant even apply for the a spring tag unless you already have a license and a fall tag for the year your applying.
