How to Change no dogs when hunting coyotes?

Does anyone know how to go about trying to change the law on not being able to hunt coyotes with a dog? Coyote hunting is my passion and I've got the opportunity to hunt with decoy dogs in other states and let me tell you its a blast! I would like to know the steps to take to try and get this changed..

I was looking at buying coyote dogs when they made it illegal here in WA, that really upset me. It requires lobbying the Wildlife Commission to reverse the rule that they approved which outlaws using dogs to hunt coyotes.
