They pulled the QH program for the snows this season, so a lot has changed on opportunity.  A few locations that are open can be hit or miss.  I would do the drive and see what you can find.

Outside of a few Quality Hunt (QH) areas most of the best places for snows are private land usually leased to a club or two.  Some people shoot them off the dike as they're flying over simply sky busting which is not good for anyone, but there are some pockets around the water you can get into on a first come first serve basis.

I have been going out for the past two weeks at least every other day whacking a few snows, it's not easy and you have to work for them but it can be successful .

We have been getting a lot of Snows, but it's all been private fields. There are a few fields the public can get in to.  The people using the Hunting Allowed fields have been getting in pretty early. I have really noticed a difference in the way they have decoyed this year due to the fact not too many spreads to see which has helped a lot.  Cowtown and the skagit gun club have the usual leave them out all year going which last Sat I saw birds really low over the decoys and nobody in the field hunting them.  If there are people coming from a long distance make sure to set out quality decoys it has worked great. We try to only use only full bodies and have no problem landing the birds so far. I'm not saying a large spread of rags won't work, but it's so much easier to set out a small quality spread to get them.

I basically gave up on snows due to access.

North Sound Waterfowl was a horribly run club but they at least gave people an opportunity to shoot.
