Where to start? Try a Swedish pimple or any silver or gold jigging spoon tipped with maggots or wax/meal worms.

Sure live bait is the key! I don't know about a red or earthworm but the maggots and waxes work great!
I'm new to ice fishing and haven had luck with traditional jigs, but spoons work great! If I were you, you cant go wrong with a Swedish pimple. Also you may try a lindy's frosty jig. Again live bait is the key!

How do you jig it and at what depth how often do you move it? Sorry new to perch

I use it more as a still lure! Drop it to the bottom, reel up a few cranks, make sure there are not weeds. If you hook some pull it up by hand. Pull them off and drop the lure back down. You should now be above the weeds. Jig a few times and wait a few minutes. Try a fe more jigs. If no bites within ten minutes try a new hole.
YouTube is a great resource and it gets you and the kids pumped!

Honestly I don't know. I'd have to check my tackle box. I think mine are 3/8. But I've caught brown trout and very small perch on the same lure. So I'd say size isn't a huge factor, as long as your Not Trying to haul in a whale.
Honestly, perch are pretty easy to catch. Just head out and have some fun!
