You don't need to buy a 2014 hunting license to apply for bear. Other animals, yes.

Thanks for the information though. It seemed kinda complicated. So I need to actually buy the tags first, buy a special hunt application for bear, then go to the web and add my permit or something? After all that choose options FOR the spring bear hunt, how do I know what gmu's are try to draw for, is there a listing?
I did it. It's a drawing I guess, so no purchase necessary at the time you put in. I put in for my multi-season elk permit and spring bear tag.......I just followed the directions......

Because the hunts all occur from April 15th to May 31st (some to June 15th) in 2014. (Remember: Our hunting seasons run from April 1st to March 31st.)2. Yes, you have to buy the hunting license, and the special application, before you can apply for the Spring Bear permit. This is the very same system for all of the special applications.3. For the various GMUs, this really depends on where you live, and how far you are willing to drive. First, look here: http://wdfw.wa.gov/hunting/harvest/2012/reports/bear_hunt_name.php4. Next, look at the 2013 hunting regulations (I know, 2013 regulations doesn't make sense for a 2014 hunt, but this is how it is done). Go to Page 63. This lists the 2014 Spring Bear seasons. Toggle back and forth between the 2012 hunting results, and the 2014 seasons, and make your choices. You can choose up to 4 GMUs.For me, I only select the GMUs in a certain corner of the state. For others, they will choose a different region. If I had more time & gas money, I would focus on Skagit, but that is just me.
Appreciate the information fellas. Ill take everyone's information and collaborate them to make my own decision. Just needed a push in the right direction.

You do not need a hunting license to apply. You need a BEAR LICENSE, 2 different things. $38 for both my apps with NO hunting license required.
