They are but they cavity nest inland on the steams and rivers.

I've seen them in the rivers near there, but this pair went up to a flooded beaver dam lake that was clear.  A unique place to shoot a Harlequin duck for sure and I took advantage of it.

Friends and I go up to radium bc for snowmobiling and it looks similar to those pics.  Great picks!
